Many of the subject headings are names of state agencies (e.g., Arts Board) or specific areas of government (e.g., legislative). The "Hot Issues" subject category has a number of unrelated subheadings in it, and contains correspondence related to issues of special importance. Sometimes these subheadings duplicate headings in the main list. File may contain occasional cassette tapes.
